This is a 4inch water main in a commercial building, which supplies kitchens, bathrooms and drinking fountains!
A Galvanized steel water pipe builds up severe scale and causing the water to turn brown by the rust built up on the steel pipe.
Any building commercial or residential may have steel pipes instead copper or pvc, the color of the water in the morning when the water pipes are opened up the first person will see the brown rust in the water.  New water service should only be copper, cpvc or stainless steel piping, galvanized steel pipe is no longer permitted to be used for domestic water supply by the federal government.

Water Pipe and New Construction

A water leak was discovered when water was damaging the drywall of a three story house, and flooding the second floor to the first floor.  A water leak trail was found to behind the shower wall, a cement board screw was found to be inside the water pipe and when it rusted out, it popped out and leaked all over the property.  A new construction mistake caused a major water leak was not discovered until it was too late, a metal plate should be used to cover the water pipes to prevent this from occurring.

Water Supply best material choice?

A water supply line is only as good as the material that was used on the application of water supply line, depending on the size of pipe will determine the options available.  Most residential homes in a non freeze zone will be made of CPVC, or copper water pipe, Pex pipe is the main supply line used in Freeze States for it's expansion if water get's below 32 degrees.  All of these pipe's do not build up scale, rust and reduce pressure over time, CPVC has a problem of becoming brittle and breaking when a repair or replacement is made with this material, copper is expensive and does not flex or expanded when the water becomes frozen.  Pex pipe by an approved manufacturer is the best choice based on price, durability and flexibility when making turns or water becoming frozen in the colder climate areas.

Automatic Pressure Reducing Valve
A Pressure Reducing Valve, or PRV installed in a mechanical room after the booster pumps on a domestic water supply line can reduce pipe banging, a steady pressure supply and regular maintenance should be performed on these valves due to their small orifices.  They can be a life saver to most commercial buildings and must be set to the correct pressure needed for the water line demand.
